Job Description
Kilimo Trust (hereinafter referred to as the Trust) is a Regional Agricultural Development organization, implementing public and private sector supported programs and projects.
Based in Kampala, Uganda, KT is focused on developing and promoting regional solutions to local problems by providing leadership in actual implementation of programs and projects on behalf of, or in partnership with, governments, international and regional organizations, and the private sector.
Its initiatives, programs and projects are mainly regional (EAC), but occasionally Africa-wide.
The Trust has developed close collaboration with the EAC and with governments of the EAC Partner States.
Specifically, the Trust undertakes interventions that increase profitability and incentives for all actors along the value chain through innovations that lower costs and/or increase productivity and the value of products derived from agricultural commodities that are of significant importance in the EAC Region.

Programme Officer (Agricultural Production Systems)
The Trust wishes to recruit a Program Officer (POAPS) to support the Assistant Director (Agricultural Production Systems) within the team responsible for executing and coordinating the Trust’s processes to enhance crop and livestock production in support of Making Markets Work better for food commodities and products and contribute to the reduction of poverty and elimination of hunger in the EAC region.
Therefore, based in Kampala, Uganda, the Program Officer will be working across all the EAC Partner States + South Sudan.
The POAPS will have the following specific responsibilities:
- Hands-on work with value chain actors to design, install and commission market –oriented systems for increasing field level productivity to facilitate necessary and sufficient supply response to the opportunities at national and regional markets for the agricultural commodities targeted by the Trust.
- Work with technology developers and the private sector suppliers to achieve critical mass and commercial adoption and availability of superior technologies for enhancing productivity.
- Ensuring that the Trust is promoting and the partner private sector are adopting, the most up-to-date and applicable technology and practices. This will be implemented by building the capabilities of firms to conduct technological prospecting, diffusion and utilization.
- Implementing training programs of the Trust with respect market-oriented approaches to raising agricultural productivity of SMEs of producers in the EAC.
Qualifications, Experience and Competencies Required:
- An advanced Degree (Masters) in Agriculture with emphasis on agronomy, plant animal husbandry or a related field.
- At least 3 years’ experience with agricultural production systems in the context of M4P and/or Value Chains Development.
- Good knowledge and application of GIS/GPS information
- Proficient computer skills – Microsoft Office software, email, internet, spread sheets.
- Good diagnostic and decision making skills
- Proven ability to effectively communicate – verbal & written skills
- Hands-on experience in making high level and influential presentations on policy and strategy issues.
- Report writing and deducing high impact recommendations from research findings as well as participating in country-wide and/or regional surveys along agricultural value chains.
- Ability to work independently and proceed with objectives without close supervision

Programme Officer (Qualitative and Quantitative Statistics)
The Trust wishes to recruit a Program Officer (POQQS) to support the Assistant Director (Markets & Policy Analysis) within the team responsible for the robust analysis and diagnostics of the agricultural market in the EAC region with respect to reducing poverty and eliminating hunger.
Therefore, based in Kampala, Uganda, the POQQS will be working across all the EAC Partner States + South Sudan – on agricultural markets statistics focusing on EAC as a single unit of analysis.
Reporting to Assistant Director – Markets & Policy Analysis, the Programme Officer will be responsible for:
1) Provision of latest cutting-edge statistical skills in all KT projects.
2) Ensuring correctness and robustness of data analysis by KT technical team.
3) Supervision of data analysis by third parties contracted by KT on various assignments.
4) Introducing and leading in the use of different statistical models to solve a wide range of statistical challenges, as applied in the agricultural sector.
5) Planning and coordinating the research exercises.
6) Developing high quality data collection tools.
7) Updating KT’s data analysis software.
8) Backstopping the data collection process.
9) Spearheading the data analysis process including results interpretation and report writing.
Qualifications, Experience and Competencies Required:

a) An advanced Degree (Masters) qualification in Statistics, Econometrics, and /or economic modeling.
b) A minimum of 3 years work experience gained from a senior position dealing with:
i) Defining objectives, commissioning and supervision of surveys and data collection process;
ii) Preparation, coding and feeding the data to either Excel, SPSS, or other analysis packages; and
iii) Production of Descriptive Analysis

Administration and Human Resources Manager
The Trust wishes to recruit a Manager to take responsibility of leadership in its administration and human resources functions.
Reporting to the Director – Finance and administration, the Administration and Human Resources Manager (AHRM) will have the following specific responsibilities:
1. Build a strong, dynamic and internationally respected Unit for General Administration of the Trust through strategic recruitments, capacity development, and building of strong network of service providers.
2. Human Resource management – from recruitment to exit; review and update of HR policies and procedures and ensuring adherence to them; HR planning, coordination of the performance management process; and management of reward and recognition.
3. Provide leadership and high level coordination of:
- All administrative and logistical functions, including but not limited to: high quality and security of office premises and facilities at the HQs and satellite offices, transportation, training and conferences of the Trust, and the organization of meetings of the Board and its committees.
- All personnel management functions to include personnel files, leave plans and execution, disciplinary matters, and staff welfare and security.
- Procurement process including but not limited to the tender process, contracting of service providers, M&E of quality of the procured materials and services, and timely disposal of obsolete material assets.
- Legal functions and needs of the Trust including but not limited to: being main contact person with the Attorneys of the Trust, and designing of templates for binding agreements.
- Synergy among different administrative activities of the Trust.
- A non-compromising focus to value for money.
4. Develop (in collaboration with the Senior Accountant) 3 year rolling Operational Plan for the Financial and Admin Division of the Trust – by identifying logistical and administrative inputs that are needed to support implementation of programs as well as general running of the Trust.
5. Make relevant inputs to Annual and other Reports of the Trust as well as contents of the Website – including reporting to the Board, Funders and Stakeholders of the Trust.
Qualifications and Experience Required:

Assistant Director (Database and Knowledge Management)

The Trust wishes to recruit an Assistant Director for Database and Knowledge Management (ADDKM) to build and lead a Team responsible for enhancing and managing the Knowledge Assets of the Trust.
S/he will also be the head of all editorial functions.
Based in Kampala, Uganda, the Assistant Director will be working across all the EAC Member States + South Sudan.
The main function of the DKM team will be to design, commission, build and manage a robust, necessary, and sufficient Stock of Data and Knowledge to support the Trust in its “thought leadership” and M4P programs in the context of the EA Common Market for food commodities/products.
Reporting to the Director – Analysis and Planning, the Assistant Director will be responsible for leading a Team charged with:
1. Providing leadership in the development and implementation of a robust Strategy for Knowledge Management, Sharing and Communication, so as to promote joint leaning among all the stakeholders working with the Trust and to also enhance and promote the reputation, image and credibility of the Trust.
2. Producing and marketing revenue generating Knowledge Products of the Trust.
3. Building and/or Strengthening the Knowledge Assets of the Trust in the form of data and knowledge bases (including for example raw data, processed information; recommendations and lessons; library holdings, electronic & paper publications, films and photographs ); and influential knowledge sharing products going beyond publications.
4. Managing a very high quality website as well as IT technology functions of the Trust.
5. Overseeing integrated functions in knowledge sharing, communication, networking, and outreach of the Trust, using an effective combination of media.
6. Leading learning and capacity building of staff members of the Trust with respect to quality capture of data and information; the global wealth of knowledge and how to harness it for the Trust and its stakeholders; and quality writing and publishing.
The Assistant Director will have the following specific responsibilities:
1. Provide leadership to ensure that the staff members of the Trust are knowledgeable about, and have access to the best knowledge available to support the design, planning and implementation of all programs and projects commissioned and/or implemented by the Trust. This will include:
a) A strong working relationship with all other teams of the Trust;
b) Technical hands-on input to the design of tools for surveys and capture of data and information, to be used by the Trust;
c) Coordination of the design of systems for mining and warehousing of data;
d) Building and managing an intranet portal to enhance internal communication functions; Ensuring that the staff and sub-contractors are utilizing the most modern information technology and practices;
e) Implementing (in collaboration with the Assistant Directors of M&E and Impact Assessment), a robust strategy for participatory M&E, impact assessment, learning, and knowledge management – with respect to the Trust’ work on thought leadership, and implementation of M4P Programs.
2. Supervise all technical staff (core and associates) as well as sub-contractors of the Trust with respect to database and knowledge management functions.
3. Develop and Manage Annual Plans and Budgets with respect to database and knowledge management functions.
4. Serve in, and/or lead Working Teams of the Trust with respect to Branding and Promotion, Knowledge & Innovation, and Business Development.
Qualifications, Experience and Competencies Required – Individuals applying for this position will have:
1. An advanced Degree (Masters or PhD) qualification in Agricultural Knowledge Management + Bachelors Degree in Agricultural Statistics.
2. A minimum of 5 years work experience at a senior position dealing with knowledge management and information system design for agricultural program or organizations. Experience gained while working with M4P and/or value Chain Development Programs will be an added advantage.
3. Demonstrated proficiency in MS Office suite (with special emphasis on modeling in Excel and Access); intranet software in Windows; and working knowledge of desk-top publishing.
4. Hands-on experience in editing with attention to high standards, meticulous eye for detail, and a track record of editing and publishing high calibre, influential and technical documents.

Assistant Director (Markets and Policy Analysis)

The Trust wishes to recruit an Assistant Director for Markets & Policy Analysis (ADMPA), to lead a team responsible for the work of analysis and diagnostics of the agricultural market and policies in the EAC region.
The focus of this work is to “deliver the promise of the East Africa Common Market” with respect to reducing poverty and eliminating hunger.
Therefore, based in Kampala, Uganda, the Assistant Director will be working across all the EAC Partner States + South Sudan – leading advocacy work with the EAC Secretariat, governments of the Partner States as well as development partners focusing on EAC as a single unit of analysis.
The main function and responsibilities will include: design, commission, and implement robust analysis and advocacy, necessary and sufficient to influence innovations in high level policies, strategies and institutions needed for making markets work better in relation to food commodities/products, especially in the context of the EA Common Market.
Reporting to the Director – Analysis and Planning, the Assistant Director will lead a Team responsible for pproviding leadership in:
1. Analysis and assessment of the policy and institutional framework, to identify what policies and institutions are driving or hindering the functioning of markets and performance of the relevant food products value chains targeted by the Trust.
2. Assessment of interventions needed, by:
a) Working on the policy, strategies and legal/regulatory aspect of governments and other public sector institutions by being pro-actively involved in policy and strategic dialogue initiated at the EAC level and/or at national level; and
b) Working with the public sector business service providers – so as to support these public organizations to deliver their mandate, and to bring them on-board in the planning and implementation of interventions spearheaded by the Trust.
3. Designing, commissioning and implementing advocacy work in support of common strategies for making sure that the East Africa Common Market contributes fully to reducing poverty and eliminating hunger in the region through the deepening of food markets. This will require the enhancement of common action with respect to comparative advantage in food production, among the Partner States of the EAC – so as to expand trade-based food security in the region.
4. Getting the private sector involved by providing a very high level of strategic analysis of business models to enhance regional trade in food and extend the involvement of agribusinesses and service providers in agriculture for development.
5. Supporting partners (departments of national governments, local governments, and other organizations) to develop their strategies.
6. Leading the learning and capacity building of staff members of the Trust with respect to relevant policies and strategies, at global, regional and national levels.
The Assistant Director will have the following specific responsibilities:
1. Provide leadership to ensure that the staff members of the Trust have a good understanding of relevant policy environment, and utilize this understanding in the design, planning and implementation of all programs and projects commissioned and/or implemented by the Trust. This will include:
a) A strong working relationship with all other teams of the Trust;
b) Technical hands-on input to surveying and compiling policies and strategies of relevant public and private organizations at regional and national levels;
c) Coordination of the design and implementation of relevant policy research and analysis;
d) Coordination of the monitoring and tracking of policy developments and current issues with respect to agriculture and food security in the EAC Region; and
e) Working with the Assistant Director for Database and Knowledge Management to build and manage a depository of policy documents and analyses, in the intranet portal of the Trust.

The Trust wishes to recruit a Director to take responsibility of leadership in the Implementation and Coordination of regional programmes in the development of inclusive agricultural markets, value chains, and structured trade of agricultural commodities that are most strategic for the East African Common Market.
Therefore, based in Kampala, Uganda, the Director will be working across all the EAC Partner States + South Sudan.
Reporting to the CEO, the Director will have the following specific responsibilities:
1. Build a strong, dynamic and internationally respected Division of Programs Implementation (DPI) of the Trust through strategic recruitments, capacity development, and building of strong networks with partners.
2. Provide leadership and high level support for the implementation and coordination of programs through “regional & systems-thinking and acting” – paying attention to:
- fully developed plans with allocation of necessary and sufficient resources and time for implementation;
- an accurate and coordinated approach to implementation by core staff of the Trust, sub-contractors, associate staff and field officers;
- coordination and synergizing among different programs and projects being implemented by the Trust; and
- a non-compromising focus on positive outcomes and impacts on people.
3. Develop (in collaboration with the Director – Analysis and Planning) 3 year rolling Operational Plan of the Trust.
